Matt Cutts the googleguy is asking webmasters to submit spam reports of websites buying and selling links. They are testing new techniques to help fight against webmasters buying there way to the top of the search engines by buying links.
He would prefer you log into your google account before submitting your spam report ( google.com/webmasters/tools/spamreport ) and putting "PaidLink" in the text part of spam report. ( Exact query that shows a problem) section.
In the details put site-a.com is selling links and site-b.com is buying links.
They will be collecting data provided to try and make the serps on a more level playing field.
